Low-Carbon Rice Management (Pilot OSS Program)

PA is piloting a One-Stop Service (OSS) model for low-carbon rice production in Taing Kork District, Kampong Thom Province, covering 84 hectares. In collaboration with business partners and local stakeholders, this pilot demonstrates practical approaches to reducing greenhouse gas emissions from rice cultivation while maintaining productivity and farmer incomes.

The pilot integrates climate-smart practices such as biochar and wood vinegar application, reduced reliance on chemical fertilizers, and improved field management. The project is implemented in coordination with the Ministry of Agriculture, Forestry and Fisheries under the Good Paddy Production Principles (Sre-Laor) and supported by GIZ Cambodia.

This initiative provides a foundation for future measurement and scaling of low-carbon rice practices, creating pathways for climate-aligned supply chains and results-based climate finance partnerships with international buyers.

Training & Capacity Building

PA works with the Ministry of Agriculture, Forestry and Fisheries to strengthen the capacity of Commune Agricultural Officers (CAOs) and local extension networks. In 2025, PA supports training for more than 1,000 CAOs across eleven provinces, focusing on post-harvest quality assessment of paddy rice and good agricultural practices during harvest periods.

These trainings are delivered through in-kind technical support from PA’s field teams and partners. By strengthening local extension services, PA helps improve farmer practices, reduce post-harvest losses, and support consistent quality in rice supply chains—an important foundation for sustainable, low-carbon production systems.

Paddy Market Linkage & Farmer Market Access

PA supports farmers during harvest periods by facilitating market linkages for wet paddy sales to local rice millers and cross-border buyers. This service helps farmers access reliable markets, reduce post-harvest risks, and secure fair and timely sales.

By connecting farmers to structured markets, PA contributes to more resilient agricultural value chains and improved farmer incomes. These linkages also support traceability and supply chain transparency—key requirements for international buyers seeking low-carbon and responsibly sourced agricultural products from Cambodia.
